Starr earned a bachelor's degree in electrical engineering from Fairleigh Dickinson University. He worked for a number of years at IBM, and then earned his juris doctorate from John Marshall Law School in Chicago.
Starr returned to IBM, and later worked at Burroughs Corporation as a patent attorney, which merged with Sperry to become Unisys Corporation, based in Blue Bell. He worked there for more than 30 years.
He was a member of the Association of Corporate Patent Counsels.
Starr is survived by his wife of 35 years, Renée Starr; as well as his twin sons, Steven Starr and David Starr.
